It is with great honor, and solace, that we present the 2019 James Edgar Community Service award to the late Mayor Bill Carpenter. Mayor Carpenter leaves behind a legacy that defines him as the catalyst and “change-agent” who ushered Brockton into a new era; an era with a chartered course to progress and prosperity that Brockton has not seen in over half a century. Mayor Carpenter believed that the success of our city was dependent upon the success of our youth, and helping them achieve it was a top priority. His commitment to Brockton’s youth is evident in his relentless pursuit of fair and equitable funding of our public schools and his support for extra-curricular youth programming and activities. Mayor Carpenter introduced innovative programs to help stem violence in the city, creating an open path for our youth to succeed. He partnered with organizations such as the Boys and Girls Club, the YMCA, and Brockton Public Schools to provide athletic, academic, and extra-curricular programs that not only offered time occupancy for Brockton youth, but also opportunity. Mayor Carpenter volunteered his time to numerous youth sports organizations in the city, serving as a volunteer, coach, board member, and sponsor. He fought against the implementation or increase of user fees for high school sports, believing that no child should ever be denied the opportunity to play. Mayor Carpenter led an extremely successful annual toy drive through his office, collecting and distributing thousands of toys to city children during the holiday season. He is a past board member of the Salvation Army and, even while mayor, participated in the kettle campaign as a bell ringer each year. Mayor Carpenter’s support was instrumental in bringing the First Tee program to D.W. Field Golf Course. The First Tee program not only teaches city youth how to play golf, but it also teaches life lessons and leadership skills. Mayor Carpenter’s contributions to the youth of Brockton are extensive and there are far too many to list all. It is something that he will forever be remembered for but, above all else, Bill Carpenter will be remembered as a dedicated father and family man who raised six children in the city. Through his love and dedication to his children and grandchildren, Mayor Carpenter developed a passion for empowering our youth and he provided opportunities for them to grow and thrive in a diverse community that supported them. Mayor Carpenter exemplifies the spirit of generosity toward the city’s children, and he is a deserving recipient of the 2019 James Edgar Award.
